It is not a question that Chinese scients and engineers are capable of designing independently a chip and an OS, and claim 10% or 100% of the ownership of IP. The questions is, as bluesea pointed,the market.
OS/2 is a decent operating system, where is it now? HP-UX, Solaris, AIX are long standing proprietary products, now they are phasing out, and being replaced by Linux, not necessarily because Linux is superior to them but because its free.
Grant agencies in China perhaps have made strategic mistakes in giving money to support such researches that have turned out (as indicatd in the comparative study of the Kylin OS someone posted below) not so innovative and lack of potential market.
