First of all, I don't even think the payload is capable to do much. NK has never demonstrate the capability to make any sv. The lightest unclassified payload known is Israel's 300 kg satellite. 3 times the weight of NK's one. Don't forget Israel has access to the electronic technologies including power, rf components and gyroscope that NK doesn't have.If a satellite uses omnidirectional antenna, it needs a lot more power to send out is message. If the antenna is directional, then the satellite needs to find out its own position and adjust it to point the antenna to the right direction. Putting this kind of things into a small box isn't easy.
