In II, clone war started, the chanceller gained more power, clone troops now deployed, Anakin's darkside reveled. The third one Darkness tasted the victory. In a sense, I-III are much darker, since the outcome was known: all Jedis except Obi-Wan and Yoda were killed, Palpatine became the emperor, Anakin became the Darth Vader. Of course, it was rather subtle in I and II, but darkness had been gaining ground all the way until New Hope, which was the IV.
