The only untold reason I believe is the asymmetrical warfare. Chemical weapons are easy to be produced and deployed/delivered and it has horrifying impact on enemies because even you die of it, it will take a long suffering time and if you won't die, you will be suffering from the defects caused for your whole life. Having said that, there is no huge difference from the conventional weapons.

I don't think there is an issue environmentally.
