Humans can tolerate a lot of things, include killing in war, but we are more horrified by torturing than by seeing killing. Chemical weapons bring too much torture to victims. Humans can be killers but still prefer killing humanely.

Ban chemical weapons is just to say 'please kill humanely, otherwise I'll kill you humanely'.
