Yes, it give non-English learner a chance to learn another language without having to specially request it. Really? What if I want to learn everything in Swahili? Denied simply because I am the only one request it? So in reality the choice are between Spanish and Chinese?
All (again, all) English learners at primary school are young enough to struggle for a year or half to grasp pretty good English, there is NO NEED to delay the process by giving them an easy language environment (we already have many ways to help English learners)
What is the whole point of "delay learning English"?
