Can both 遗传率 and 环境率 be a very high number?

Assuming there is no correlation between 遗传 and 环境
(that is the children's envirormewntr does not
depend upon their parents) if 遗传率 for myopia
is 0.89, does it mean mathematically 环境率 muist
be smaller than 0.11?

In regression analysis, I think squared sum
of coefficients of all unrelatived factors
shoudl add up to one. If factors are
correlated, then one facor's coefficient
is 0.89, then another factor's coeffient can still
be 0.89.
