reason why this debate is not and will not be going anywhere. Such a WenKe decision requires leading contribution from professional WenKe. 院士 should just be used as extern reference. Another problem is lack of leadership in this debate and there is no clear and specific strategic and visionary objective. I say State COuncil should take over this debate right now, like what it does to the three gorges dam project. Otherwise it's just a waste of money and time.
