Why top-conference publications are more important than journal publications? Because (1) Ultra-low acceptance ratio: SIGCOM:~10%; INFOCOM ~18%... Plus you have no second chance to revise your paper to convince the reviewers/committee. Rejection = death penalty; (2) Journal publication is less selective, because you have chance to go through multiple rounds of reviews to improve your paper and make it accepted. This is also the reason why the top-journal publication period could be ~2 years.
