If you give him high salary he would be less likely to leave the job. If you don't give him high salary he will be more likely to leave if an opportunity opens for him that's my "theory".

Unless in this case the ONLY reason he can make more money for not working for the gov is to take that offer. But there is no evidence proving that. The guy worked as an executive in very successful companies companies like Baosteel so I believe his is a very capable person.
