You can install ssh server and client on Windows.

For GUI remote operation, you have choise of ( in addition to jhuang's thread)
Software based: PC Anywhere, VNC (free) , citrix ,
Hardware based: FreeVision.avocent dsview

For Text user interface:
open-ssh (free), rcmd (microsoft, free), rsh (microsoft, free), psexec (sysinternals, free).

Seems to me you have more choise than on Unix.
