If someone has a Doctor of Justice degree, can he/she use the title of Dr.

I never saw Mr. Clinton claim himself as Dr. Clinton.

I know Doctor of Justice from American univs is just equivilent to a bachelor degree. In many countries, it is just called bachelor degree.

A true doctor degree in law should be PH.D in law. Right?
